Since young children frequently put hands and objects near or in their mouths, any lip balm used should be formulated to be safe if swallowed in small amounts — check this is explicitly stated.

Avoid menthol and strong flavours

Adult lip balms often contain menthol or camphor for a cooling sensation, which can be too strong or even irritating for a young child's sensitive lips.

Application frequency.

A light layer applied 2–3 times a day, and before sun exposure, generally manages chapped lips better than one heavy application, which can feel sticky and get wiped off quickly.
